What Is the Canadian Dental Care Plan?
The Canadian Dental Care Plan, commonly called the CDCP, is a federal government program that provides dental coverage to Canadians who do not have access to private dental insurance and fall within a certain income threshold. It launched in December 2023, starting with seniors, and has expanded steadily since. As of 2025, the plan is open to all eligible Canadians aged 18 and older, as well as children under 18.
The plan is administered through Sun Life on behalf of the federal government. When you use CDCP coverage at a participating dental office, the clinic bills Sun Life directly, and you pay only your portion, if any, depending on your income level.
Why does this matter for Kitchener Waterloo residents?
According to Statistics Canada’s Canadian Oral Health Survey, more than one in four Canadians did not visit a dental professional at all in the previous twelve months, and nearly half of those cited cost as the reason. In a community like ours, where many people work in tech, manufacturing, trades, or small businesses without employer dental benefits, the CDCP fills a real gap. Do You Qualify? The Four Requirements Explained Simply
Here is the truth: the eligibility rules are not complicated once you break them down. You need to meet all four of the following criteria.
1. Canadian resident: You must be a Canadian resident for tax purposes. Permanent residents and citizens both qualify.
2. No access to private dental insurance: This is the one that trips people up. If you have any dental coverage through an employer, a union, a school plan, or a private insurance policy you purchased yourself, you do not qualify for the CDCP. The plan is specifically for people without access to private coverage. Note: if you have provincial or territorial government dental coverage, you may still qualify. Public coverage alone does not disqualify you.
3. Adjusted family net income under $90,000: This is the income from your tax return, adjusted for family size. Your co-payment level depends on exactly where your income falls, and we will cover that in a moment.
4. Filed your Canadian tax return: Eligibility is based on your most recent tax return. If you have not filed, you cannot apply. If you have missed filing for previous years, getting caught up is step one.

How Much Does the CDCP Actually Cover? Understanding Co-Payments
This is where most people have questions, and where a lot of online information is either vague or outdated. Here is how the co-payment structure works for the current 2026-2027 benefit year.
Your out-of-pocket share depends on your adjusted family net income:
- Under $70,000: No co-payment. The plan covers 100% of eligible services up to the CDCP fee guide amount.
- $70,000 to $79,999: You pay 40% of the CDCP-established fee.
- $80,000 to $89,999: You pay 60% of the CDCP-established fee.
There is an important distinction here that many patients miss. The CDCP pays based on its own established fee guide, which is set federally and may differ from what your dental office charges. If your dentist’s fees are higher than the CDCP rate, you are responsible for the difference on top of any co-payment. This is called balance billing, and it is legal under the plan.
Example: What a cleaning might look like for a Waterloo resident
Suppose you have a family income of $65,000 and come in for a routine cleaning. The CDCP fee guide covers a set amount for that service. If our fee aligns with or is below that amount, your cost is zero. If there is a small difference, you pay only the gap. What Services Does the CDCP Cover?
This is another area where the government’s official materials can feel like reading a tax document. Let us simplify it.
Preventive care: This is the foundation of the plan and where most patients will get the most value. Routine exams, X-rays, and dental cleanings are all covered. The plan allows one recall exam every twelve months.
Basic restorative care: Fillings for cavities are covered. If you have been putting off getting a filling because of cost, this is exactly the kind of treatment the plan is designed for.
Tooth extractions: Simple and surgical extractions are covered under the plan.
Root canal treatment: Endodontic treatment is covered, though certain complex cases may require preauthorization from Sun Life before the work is done.
Dentures: Both complete and partial dentures are included, making this plan particularly relevant for seniors and patients with multiple missing teeth.
Crowns: Dental crowns are covered, but with strict frequency limits. The plan allows a maximum of four crowns every ten years, with no more than one crown on any individual tooth every eight years. Complex crown cases may require preauthorization.
Orthodontics: As of the current benefit year, orthodontic treatment is not covered under the CDCP for cosmetic purposes.
Cosmetic procedures: Teeth whitening and purely cosmetic treatments are not covered. The plan covers care that is necessary for oral health, not elective aesthetic improvements.

How to Apply: A Step by Step Process
Applying is simpler than most people expect. Here is how to do it.
- File your taxes. Eligibility is based on your most recent Notice of Assessment from the CRA. If you have not filed, do that first.
- Go to canada.ca/dental. This is the official application portal. Applications for the 2026-2027 benefit year are currently open.
- Complete the application. You will need your Social Insurance Number, your 2025 Notice of Assessment, and information about any dental insurance access you or your family members have.
- Receive your eligibility letter. Once approved, you will receive a determination letter from the Government of Canada confirming your eligibility, your member ID, your coverage start date, and your co-payment level. Bring this letter to your dental appointment.

Already Enrolled? What You Need to Know About Renewing for 2026-2027
If you had CDCP coverage for the 2025-2026 benefit year, your renewal deadline was June 1, 2026. If you missed that window, you can still apply as a new applicant for the 2026-2027 benefit year, but there may be a gap in coverage for the period between July 1 and when your new application is processed.
Coverage under the CDCP runs on an annual cycle ending June 30 each year. You need to renew every year by filing your most recent tax return and reconfirming your eligibility at canada.ca/dental. To renew for 2026-2027, you will need your 2025 Notice of Assessment from the CRA.
An important note: if your income or insurance situation has changed, your co-payment level may be different this year. The determination letter you receive after renewal will confirm any changes. Bring it to your next appointment so we can update your file.

“I work freelance and have no benefits.” This is the most common situation we see with patients under 40 in the Kitchener-Waterloo tech and creative sector. If your adjusted family income is under $90,000 and you have no private dental insurance, you likely qualify. Apply now and book your overdue cleaning.
“My employer offers dental but it barely covers anything.” Having access to employer dental insurance, even a weak plan, disqualifies you from the CDCP. The plan is specifically for those without any private coverage. However, your employer plan may still cover some costs, and our team can help you maximize whatever you have.
“I am a senior on a fixed income.” Seniors were the first group the CDCP prioritized when it launched. If you have not applied yet and do not have private insurance, this plan could save you hundreds of dollars per year on care you may have been avoiding.
“My child has no coverage.” Children under 18 are eligible under the same income and insurance criteria as adults. If your family income is under $90,000 and you have no private dental coverage, your children can receive covered care including exams, cleanings, and fillings.
“I got a letter saying my coverage was an error.” In late 2025, Health Canada notified approximately 70,000 Canadians that their CDCP coverage had been incorrectly assessed. Do’s and Don’ts When Using the CDCP at Your Dental Appointment
Do:
- Bring your CDCP eligibility or determination letter to every appointment.
- Inform us at booking that you are a CDCP member so we can prepare your file.
- Ask us about the CDCP fee for any planned treatment before it is done, so you know your expected out-of-pocket cost.
- Renew your coverage every year before June 1 to avoid any gap in benefits.
- File your taxes on time. Your eligibility literally depends on it.
Don’t:
- Assume the CDCP covers everything with no cost to you. Co-payments apply based on your income, and any difference between our fee and the CDCP rate is your responsibility.
- Apply if you have access to private dental insurance, even if that insurance is limited. The CDCP is not a top-up plan for people who already have private coverage.
- Wait until the last minute to renew. Processing takes time, and a gap in coverage means any dental care during that gap is not covered or reimbursed retroactively.
- Assume last year’s co-payment level still applies. Your income may have changed, which affects your co-payment. Always check your renewal determination letter.
